Brief Background
A premier policy dialogue to advance the Programme for Infrastructure Development in Africa was held at the Windsor Hotel, Nairobi in April 2019. The dialogue was convened by H.E. Raila Odinga in the capacity of High Representative for Infrastructure Development in Africa, with the assistance of ‘AfroChampions’ and held under the specific theme, ‘Boma on Infrastructure Financing and Delivery in Africa.’ One of the key outcomes of the conversations and dialogue sessions was the recommendation to setup a special ‘Africa Infrastructure Fund. ’ Unfortunately, the year 2020 brought to a sudden and traumatic halt, a number of key initiatives largely owing to the onset the COVID-19 pandemic. Whereas the real Socio-Economic impact of the pandemic on the continent has not been systematically established, there is no doubt that the vision for an enhanced intra-Africa trade and integration through development and improvement of the continental infrastructure remains valid.
In the aftermath of COVID-19 and the necessary continued monitoring of the post-COVID-19 era, as well as, the need to prepare the continent for its socio-economic recovery, there is urgent need to forge ahead with discussions that aim, interalia, to progress the African vision for a more robust infrastructure development in the continent. It is against this background and again, under the aegis of the Office of the High Representative for Infrastructure Development in Africa that H.E. Raila Odinga will convene ‘the Africa Infrastructure BOMA II’, (AIB, 2020) in order to build on the success of BOMA I and use the occasion to unveil the Africa Infrastructure Fund Framework proposal that the office has been working on. The occasion shall further be used to rally support for the immediate implementation of the framework through the involvement of key African and global public and private sector stakeholders.
Broad Objectives
In line with foregoing background, there are four broad objectives of the Africa Infrastructure BOMA II, 2020 identified as follows:
- Table the proposal and Framework for Africa’s Infrastructure Fund, including the investment opportunities in Post COVID Africa;
- Discuss the enabling policies and regulations necessary for especially leveraging on Digital Infrastructure development and investment in the Post COVID Africa;
- Discuss the acceleration of Inter-African trade development as envisioned in the African Continental Free Trade Area (AfCFTA) and bring on board, key African and global Private sector players to help realize its vision, and;
- Consider and adopt a separate and exclusive hosting event for the fast-tracking of the Single African Air Transport Market (SAATM).
Expected Outcomes
The AIB, 2020 anticipates the following three to four main outcomes:
- Official unveiling of the Africa Infrastructure Fund Framework and related investment opportunities during the Post COVID-19 era;
- Release of a Joint Communique/Memorandum on enabling Policies and Regulations for accelerating implementation of the Infrastructure Fund through, interalia, leveraging on Digital Infrastructure Development;
- A Leadership Commitment to fast-tracking implementation of the Africa Infrastructure Fund Framework
- Preliminary identification of fast-track investment priority areas targeting infrastructure and growth of inter-Africa trade in the post COVID-19 Africa
